The rationale is there’s a ton of functioning alcoholics and if you force them to quit cold turkey it could be come a medical emergency. Medical emergency = trip to the ER. Kentucky has one of the highest binge drinking rates in the country.

Yep, we had this discussion at my shop the other day. We make surgical instruments, but all of the stuff we make isnt for emergency, life-saving procedures. We make things like surgical screw drivers, drill guides, and titanium implants and several things like that that are used in Ortho surgery.
So we were debating if we were essential since we do healthcare work or not really essential since we aren't involved with making anything CV related.
I told the guys people will still be breaking bones and we can't run a Swiss lathe from home. As long as hospitals are still ordering our parts, we need to have spindles turning.

I thought about that the other day as I was standing outside my local liquor store and they were only allowing 2 customers at a time in the store. I though about how many alcoholics the local EMTs would have to come pick up because they started seizing in the parking lot waiting to go inside.

I noticed the business selling ridiculously priced health drinks to Karens and Beckys in our town is apparently essential.
