Cops are such pussies. Is a relatively small dog like that going to cause that much harm even IF it was going to bite him?
I've had dogs chase me while biking or running. My first reaction was never to kill the animals. A swift kick to the throat was enough for one that wanted to try and bite.

what would happen if my poodle ran out, got blown away by a plain clothes LEO, and i lit his arse up? could they really frick me that hard since he's not in uniform and just opened fire? for all i know, that could be some thug pos trying to rob me

And those are instinctive actions, because you are simulating prey behavior.
I've never had a dangerous looking dog get close enough to bite me. The key is to maintain distance and avoid either threatening behavior (triggering a fear bite) or prey behavior (if they're already amped up, they may not be able to help themselves but jump on you while running away). If a dog is not specifically trained to attack or defend, in most cases will bite only under the most extreme circumstances - if you crash through a window, cause the baby or a woman to lose their shite, or actually jump on someone they consider "in" their pack, yeah, you might get bit.
But on the front porch? Cops need to be able to deal with dogs (other than panic shooting them as they evacuate their bladder and bowels) or get out of the business.

Maybe. I think it's certainly up for debate whether or not she should have been there.
It's one of those funny situations where he was probably well within his authority to knock on the door but something about it is fishy.

This isn't "so many cops." This is one cop who was attacked by a dog and who reacted quickly, before the dog could injure him. Whatever you have a problem with, it should not be this cop's clearly justifiable reaction to protect himself. What you should have a problem with is a dog owner who lets an aggressive dog go after anyone who knocks on her door.
