For reference, a waist to height ratio of .52 or less is considered healthy. This guy is .51.
A typical body builder would have a ratio of .46, so a 36 inch waist at 6'6".
ETA: Like all hyperbole on the OT, there is a big difference between the guy in the OP and a fat arse. I think plus size is a perfectly acceptable moniker in his case. Could lose a few pounds but nothing outlandish, and I doubt there is a single male in this thread that would CA him a fat arse to his face.

He is what we used to call Country Big. Not fat but not a gym rat. A normal big guy that likes to drink him some beer and eat fried shrimp on the weekend. But a Country Big guy usually denoted a guy who did some form of physical labor (work or around the house) so he would have some arms on him. This guy looks like he hasn't lifted anything heavier than a beer can in a while.
