This. Fail open. If you lose air, they open. If you lose electrical signal, they open. The actuator installed should have a spring that mechanically forces the valve to the open position.

Sold those to pipelines for years too, midstream work mainly. Some offshore. Now mostly to plants in this area.

This. Safety valves require a solenoid be energized to allow air to keep the valve open (or closed depending on application). As stated, there are usually spring packages as well. When you cut power or air the valve slams closed (or open).
Of course fail direction depends on what you are protecting against. If it is an inlet or outlet you would want it to fail closed to cut the flow of feed. If it is a vent or relief it would fail open.
