Seems like a decoy. It would be pretty dumb to use YOUR flyers for this operation.

I'd be more inclined to think it was an accidental contamination. It is very easy to transfer opioid powders from surface to surface.
If you want to dig into something even more scary than fentanyl look into Carfentanil. It's an opioid used for Elephants. Its so powerful that it doesn't have a measurable non-lethal dose.
