I can see them not technically being LEO, because they have to call the real police anytime something happens, but they are absolutely an investigative agency. Their entire job is investigation.

So when they question me at pre-screening (Where are you going today?), I can just tell them to frick off? I get that they aren't full fledged gun-toting LEO's with arrest powers but there isn't any way you can tell me they don't serve an investigative / law enforcement function.
