I highly doubt this is a botched robbery. How badly does it have to be botched for 20 people to be killed. Also, if it is more than one shooter, it's likely going to be terrorism.

Certainly possible, maybe even likely if there is no hard target such as a bank or other currency/precious metals vault in the area - but - the first reports are always wrong, IMHO.
