Yeah, at that age there is a clear transition in the stage of life people are in, as a generality. A 16 year old is still a child under the parents' roof. A 19 year old should have made some big strides towards independence and self sufficiency. There's this power gap between the two people that can be a little dangerous.

I've known a lot of 16 year-olds that were as mature as a 19 year-old, maybe even more mature in some cases. I've known a shitton of 19 year-olds that didn't have jack on a 16 year-old concerning maturity.
