My guess: It was a sort of intelligence gathering operation to test how much communications capacity someone could take out by going after places like the AT&T building. With maybe a component to see how many law enforcement people they could get within range of an explosion.
As to who? Maybe either some group like those in Michigan that wanted to take the Governor hostage, etc. or some foreign group (if I remember, Al Queda made dry runs of getting on planes, etc. before they did 911).
The warning part does throw a wrench into most theories, though.
