This. But you could also argue a nail in a tire is damage and reimburse it differently.

This would be me until a couple yrs ago. My daughter (pics below) had a nail in her 4 runner tire on the outer row and I plugged it. About a yr later the tire shredded on the interstate at 70mph...

A damaged tire would fall under the "tear" part of the equation. Thinking that this is reimbursable as a separate event is ludicrous.

If you get mileage than you should not be able to expense.
Mileage pays more than the cost of fuel, and is supposed to (over time) cover the cost of this.
I tell my team all the time to rent a car but they insist on using their personal vehicle. They profit for a few months but then they blow out a tire or crack a windshield and pay out of pocket, and their take home ends up being net or close to it.

If the nail is truly in the sidewall, replace it with a similar diameter used tire. If the nail is close to the sidewall, plug the tire, rotate it to the back axle and leave it there.
There is some truth in keeping all 4 tires on an AWD vehicle the same tread depth. HOWEVER unless you rotate your tires very frequently and have ZERO alignment or suspension issues, tires always wear unevenly.

I manage commercial construction and charge my exterior subs for every nail I get in a my tire since it’s their responsibility to clean nails up

Sweet jesus on needing all 4 tires. They measure tire tread in 32nds of an inch. Your drive train can't tell between the 11/32nds of a new tire with the 5/32nds of practically bald tires.
