A person without nystagmus should be able to follow the object smoothly, and when they look at a still object at 45 degrees, they should be able to do so steadily."
The cop's eyes are more jumpy than the suspect. It is very nearly completely worthless since most cops aren't trained very well to start with. Plus, some of those halfwits will do it for like 10 minutes.

Man, I love pissing off cops. It annoys the hell out of them when you refuse to self-incriminate on a DWI stop and then refuse to blow.
