I thought if someone works as a lobbyist over 30% of their time they have to file as a lobbyists.
Is this correct and if so for Gary have one?
Reason, it seems he is always trying to influence the decisions of our metro council.

What gets me is the fact that these "leaders" talk as if they are the voice of all black people. They use "we" and "they" to refer to blacks and whites (we being blacks and they being whites of course) and by doing that they only fertilize stereotypes.
Gary is a racist who thinks that the white man is out to hurt the black man, therefore; black men must stick together... Because every white man has some type of agenda to "hold the black man down". By that mindset alone he is holding his "own people" down. Instead of working with people (all people, no matter their race), building relationships and networking he would be able to have more resources to help "his people". Instead, on top of him not wanting to work with "the white man", there are blacks who do not want to be associated with him.
And when he can't do anything then its everyone else's fault.
No one is being "held down" simply because they are black. People are "held down" because they do not have people in their personal lives who are there to support and guide them.
Each person might have to take their own path there, but the same opportunities are there for everyone.
If someone comes from a poor family, there are resources available for them to get an education. Even if it isn't to the point they would like, everyone has an opportunity to better themselves. Am I saying I think black people will never be faced with racism? No, but they are not the only people who get stereotyped. There might be times when a job opportunity comes up and in that situation, behind closed doors, a person being black might be the reason the decision makers at that particular place decide not to hire a black person, but the same thing happens to all sorts of people.
Someone could decide not to hire someone because of their weight, because they don't have "the right look" for the company, because they are white.. And the company wants to have a more diverse staff. There are jobs that are less likely to hire females, jobs less likely to hire males, etc. That's just life. But one thing is for sure, Gary Chambers isn't helping anyone.

I think you're over-thinking this.
Gravy knows there's more money and power in calling out these perceived "monumental issues" and not actually bringing forth solutions. He has no interest in solving the issues he rails about. There's a reason why he idolizes Jesse Jackson. Jesse doesn't create solutions but rather extorts money from businesses by threatening to drag their names through the mud with false accusations of racial bigotry. He wants to be the Don of the black community in BR. His dream is to have every business owner and politician kiss his ring before any decision is made. He wants people and businesses in this area to have the fear that all he has to do is show some appearance of racism, whether it be real or fabricated, and they'll come to him begging for help (which typically involves paying him money).
There is no money in solutions and unity. Conflict and emotion are what he wants and needs...well, that and pie.
