I read that the money was spent on over a thousand hours of employees' overtime. Weren't they closed during Phase 1?

COA is NOT a governmental entity. It is a private entity funded with taxpayer money. Wrap your head around that if you can. I know it is hard to digest.

They are a 501(c)(3) nonprofit.

ETA: The fact that they receive the majority of their funding from taxpayers doesn’t make them part of the government. They are a private nonprofit corporation.

It doesn’t matter who created them. They are a private entity with their own board. They don’t report to the metro council. The city-parish can pull taxpayer funding but they can’t fire board members.

I’m not invested at all other than part of my taxes goes to them.

It 100% matters who created them, who funds them, what their duties are etc.

There can be public non-profits. Don’t just assume it’s private.
