I think I actually understand where the other guy is coming from. Same thing as saying people from Monroe are from North Louisiana, not Louisiana. It's factually incorrect but it's more of a culture of the area deal. Think if someone were from Los Angeles, he'd say he's from Los Angeles. But if he's from some small arse town, he'd say he's from California.
And to be fair, New Orleans is very very different from the rest of Louisiana. Even the accents!

This kid should be given full Tops scholarship with all the awards even though he lives is MO. We need more talented kids like this to attend Louisiana Universities.
