I love when those dumbasses get caught out in the middle and have to do the reverse of shame back in to the turning lane.

It depends where the vehicle detector is. I lived in a city where the spot was known to be 15-20 feet behind the line (I guess the programming was assuming multiple cars were waiting). If you stopped that far back you could "trick" the light to change a lot faster.

This doesn't bother me as much as the ones that poke their vehicle slightly into the travel lane from a store exit.

And it's also, when the light is still green, people REFUSING to get out into the intersection in anticipation of their left turn.
The OP's concern is a tiny slice of overall intersection incompetence. Vastly more likely are the 2 instances I've enumerated.

Nothing worse than a dumb frick turning left who doesn’t pull far enough up to where the sensor doesn’t know they’re there so the light never gives you a green arrow.

Unless the driving instructor was wrong, but I doubt it. It was his job, plus it makes logical sense that you shouldn’t have to pull up past the line and stop again.

The legal requirement is to stop at the white line and I am all for doing this. However, some people know that the cut lines in the street are where the sensors are located and if you do not pull up to where they recognize your vehicle, it will not cycle the lights for you. This is especially true for motorcycles.
Most police personnel will not tickets unless they are beyond the farthest cut line.
I am not endorsing this practice, but you did ask for reasons and this is one possible answer.
