That's not the way I'd frame my assumption - my assumption is that you're so tone deaf that you clearly do not care about the very obvious racial connotation, to the point where you I'm going to assume you're racist.
In other words, if you do something that the vast majority of people view through a racial lens, and you do it in a way that is public, your desire to get a rise out people trumps your decency in such a way that it's a safe assumption you have at least a marginal disdain for the offended group.

I'm not arguing the lunacy of a stand alone noose being racist. Don't get me wrong, there are certainly settings where a noose may very well be used to be racist and to intimidate. And I agree the example in this thread does not appear to be that. However, if we have learned nothing in the last few months, it's that a whole shite ton of people consider the appearance of the confederate flag and a noose as racist. And these shite ton of people can and will get you fired. If you don't believe me, bring a noose to work tomorrow and just hang it on your door.

The world would be a better place if we all were capable of a little nuance. There is definitely some boy who cried wolf effect that is well deserved with all of the hoaxes and plainly ignorant racism claims, but a noose actually being used as a noose to incite the public in 2020 is not one of them...
