A couple on the news last night was forced to evacuate by boat and they had to leave their dog at home. Screwed by the hurricane and then screwed again by the plant.

This is incorrect. The pressure is what liquefied it, not the temp. The lower temp and liquefication is a result of being placed under pressure, which is why it is used as a REFRIGERANT. AA will vent during normal temp changes, but under normal temp does not require cooling.

Im honestly surprised more stuff isnt exploding given the hundreds of refineries and chemical plants in the affected areas

Some of the boat rescuers don't want "aggressive" dogs on the boat endangering others. Now, did the owners offer to put the dog in a cage and bring him on the boat? I don't know.
