No it's not. It provides an incentive for the less agile to improve their dexterity and increase arm strength. There were some fatties that were cannon fodder (like me). My friends showed no mercy.
What stung in hind site was the kick-ball draft. Now I am older and have empathy for my weak and introverted classmates that were always the last pick.
However,one day in middle school, our red-neck PE coach said "kickball, Auburn vs Alabama", we had a couple of AU kids that were jam-up athletes, and a majority of the weak and nerds would claim UA allegiance to curry favor with the coach. We were out numbered 3 to 1 and beat their arse.
The early '80s were a glorious time to come of age.

No it doesn’t. It causes more problems than anything. If bad enough, even with the “weaker” kid fighting back can lead to serious problems.

Bullying is never good. Worse than bullying is adults who condone it and do nothing to stop it.

With that said, dodgeball is a good sport and I don’t see it as bullying. Some will be stronger/faster. Just have to learn to adapt.

Great game from the 90s. Definitely had a PE teacher (also a wrestling coach I believe, maybe baseball. Can’t remember. Long time ago) who played the game with us and definitely used it as a stress relief tool. MFer absolutely unloaded on some poor, unsuspecting 4th graders.

So it was nice to nail him in the balls when the bastard wasn’t looking.

Anyway. It was also a game to unleash upon those you didn’t like. At all. I wouldn’t label it bullying so much though it no doubt served as a tool for bullies.

I'm in my 30s and only played nerfed dodgeball in school, puffy foam balls that you couldn't really get a lot of power behind.

Kickball and volleyball were where the athletes really stood out against the indoor kids.
