There are good books by Steven Pinker and others including Noam Chomsky (not what you might think, his area of original expertise is language) that deal with parts of your questions.
Btw it is not uncommon for different functions in the brain to have critical periods of development during which stimulation must occur for normal abilities to result. Pathways for vision, motor skills, and language must be established early in life.

Chomsky wrote the most important book in linguistics written in the last 100 years. Syntactic Structures was crazy important. There is a famous debate between Chomsky and the famous French philosopher Foucault about human nature where Chomsky uses the a priori neural structures for language to suggest that there is a "human nature."
