Why?

I'm not asking if they are or are not following procedure...I'm asking WHY that seems to be procedure?

Because with lights and sirens signal all other vehicles are required to yield and move to the left...which alters the flow of traffic....not to mention many drivers freak out and do stupid things trying to get it of the way.

There is no reason to alter flowing traffic for a non life threatening call.

put the lights and sirens on to help citizens know what's coming and get out of the way...?

That's the thing...dont need you to move out of the way...its not an emergency. Just need to navigate safely and quickly to get to calls and get back in service.

To be fair, they could still be answering a call. They don’t run lights and sirens for every call. I won’t deny that some officers do that just because, though.

Do you have an issue with this or is it no big deal?

I suggest you keep quiet and comply. You could be seen as a trouble maker.

Wrong....lights signal for all vehicles to stop and yield to you.

You are not stopping the vehicles....you are only proceeding through tragic control while still yielding to traffic that has the right of way.

It's really simple.
Either follow the rules like everyone else, or put your lights on. It's really not a big deal to put your lights on and get to the non-emergency call sooner. Cop speeds down a street without his lights on, possibly hits someone crossing the street b/c they didn't expect someone to be going that fast. Cop runs red light after he thinks it's ok to do so and doesn't have his lights on, runs into car who just got a turning arrow.
Follow the rules or put your lights on.
If it's not that big of an emergency, then you don't need to run the red light, or go 50 in a 25, without your lights on.
