They are fully capable of being dicks at crowded entry points too. And American customs are dicks to the Canucks. Seems to be some sort of childish tit for tat. Or simply bureaucrats being bureaucrats. Not sure who started it but I'd guess the US.

Haven't been in a while. Used to only need birth certificate if you were American citizen.

I cross the border weekly and as others pointed out starting in 09 enhanced identification was required. The most common are passport, enhanced driver license and the greatest invention for frequent fliers and border crossing the nexus card .... At CDN airports there is a special nexus line bypassing the great unwashed security check line, also at most large land border crossings nexus only lines are set up and wait times are minimal. Nexus may be the best $50 I have spent and they are free for those under 18

Passport Card, (rather than full Passport) will do.

Okay, I'm going to let you in on some truth nuggets here. You do not need a passport to enter Canada or to get back into the United States. I know, I know, people will fight me on this but it's true. You will get snapped at by the custom folks when you try to come back in the United States but the dirty little secret is that they cannot keep you from returning to your own country of origin. If you are a United States citizen and you are denied entry, they can get into a whole heap of trouble and they will not risk it at the end of the day.

If you have a preponderance of proof that you are a United States citizen, such as a car registration, utilities bills, drivers license, school ID, et cetera, you will absolutely NOT be denied back into the United States. Of course, if you have a passport or you can get a passport before your trip, do that. But if you can't get a passport in time, don't freak out or not go on your trip. They'll "strongly encourage" you to get your shite together next time but they will let you in.

Let me add this caveat, however. This is only if you are crossing a land border by car or on foot from Canada back into the United States. If you are on a flight back home, you absolutely should have your passport, as the airline likely won't even issue you a ticket if you don't.
