Very much in the city limits. Neighbors on all sides. I am shocked no has complained that we know about. One neighbor has small kids that go to bed early.
Let it go tonight but sometime soon talk to the neighbor. Do it casually at first. Like when you see them outside and just strike up a conversation. Give them a chance to do the right thing first, you do live next door after all. Now if they refuse or continue, then be a a-hole.

Would this be am appropriate time to "frick around and find out?"

they get out in the yard and scream and holler like they are being murdered
For some reason, I suspect this part is slightly exaggerated. Murdered?

1. Purchase the Slayer-Reign in Blood album
2. Play it loudly towards them
Problem solved.

Invest in a late 90’s Ford Econoline van. Remove muffler and slowly patrol the street when the kids are out.

Quietly slide a couple of bowls of anti freeze under the fence and……oh wait, scratch that.

Get a Mosquito alarm device. It's an anti-loitering device emits high pitched sounds that only teens can hear.

Well the first time I heard it going on I went outside to see if everything was OK. My first thought was someone was being chased by someone with an axe.

Turn some pit bulls loose on them
It will still sound like this for awhile but eventually it will stop for good

Options:
1) make sure he’s not actually murdering someone
2) move somewhere so you have a decent buffer of property between you and said neighbor
3) mow grass Saturday am as early as possible to further ramp up the passive-aggressive war
4) find a murder victim and plant body in his yard. Call cops on neighbor and report the “murderous screams”
5) talk to the neighbor during the day (not when they’re raising a ruckus) and ask if they can lower their volume a bit (obviously the easiest solution)
6) tell your wife to quit screaming bloody murder when the neighbor and his friends are running a train on her.

If they quiet down at 10 pm I don’t see the issue
Why do people think noise is ok up to 10:00 pm. Everyone’s life is different.
Police, nurses, etc. work odd shifts and may be trying to sleep.
Maybe someone has surgery the next morning and have to be at the hospital very early.
Maybe someone is sick and is trying to rest.
Maybe someone went to bed early so they can go to the airport for an early flight
Maybe someone has a new baby and is trying to sleep while the baby is asleep.
The reasons why people may be going to bed early are endless. Everyone needs to exercise courtesy to their neighbors in all aspects.

Okay let’s be quiet all the time

That’s exactly right. What’s the point of being loud in the first place?

I tried to tell this to my a-hole neighbor who was yelling in pain while waiting to get surgery the next day. And his shithead newborn crying all night.

Not sure why the downvotes but that would drive me insane.
