Not all HOA's behave like this
There are more positives than negatives IMO
I dump my water against my back fence lines which slopes toward a wooded area behind my fence. I've dumped it in the catch basin before though

That's complete bullshite. They may have it written in the HOA rules, but it's never been enforced.

It is against the law because it's considered wastewater, which is only allowed to be disposed of into the sanitary sewer system, not the storm sewer system. I usually just empty mine into a mop bucket (several times) and pour it in the sink.

I can see that. It's just most CCL residents aren't the "change their own oil" types. They're usually the ones getting "the works" for $65 at the oil change place.

I hate HOAs. I refuse to live in one again. We will be house searching in the next couple of years and I will not even go look at houses in neighborhoods with HOAs. I don't mind HOAs with small dues and they simply do a little landscaping at the front entrance but other ones that have much more than that are too much of a pain to deal with. Ours drives me crazy.
