That's a very convenient fiction. You should read more about their earlier eras, as I've found it hard to disabuse people of the notion that the FBI, as the arm of state violence, was every 'good.' The targets changed, but because the earlier targets were regarded as 'enemies' so easily, they barely get mentioned.

The safe and secure thing to do would be close the borders.

Stop covid riddled people from crossing, stop illegal immigration (Super duper security issue)

I don't see where Poland and Hungary have "documented and observable" declines in civil liberties, ESPECIALLY as compared to these other European socialist utopias.

If you want to talk about countries eliminating civil liberties, perhaps you should look into Australia.

The Hungarians were screwed by the long-term fallout of the Iraq War, as that created a class of permanently displaced people who had no paperwork, and were effectively stateless. Because the EU is effectively a federal system, the Eastern countries were always going to get fricked during any crisis in West Asia.

There's going to be another crisis too. It's been going on since January, but no one is reporting it yet, as millions of Afghans are now moving to Turkey through Iran. No one has thought that we should perhaps set up a similar refugee system to the one designed after WWII, and thus, the pattern will repeat.
