Could dissident states in response refuse to collect federal taxes and fees? States and their freedom lovers need to stand up to the bully. If the federal government wants to withhold money from a state for political reasons, then why wouldn't it be fair for the state to withhold money the federal government is expecting?

Not how I'm reading that. If you purposely push false narratives, disinformation and the like then you may have an eye on you. And that's because there are bad actors, both foreign and domestic, that are pushing this nonsense on the U.S. The trouble is about half of the people are buying it and yelling about their freedom when they should be retaking 8th grade science.
