To be honest I thought he said loopin but the meaning for hoopin was closer.

Urban dictionary meaning for loopin is being stuck in a mindset while on ecstasy.

Either way they both have to do with drugs.

OR he thought he bought and took ecstasy when in fact it was meth/fentanyl.

It is written and the page has been posted. I can only surmise that the prosecution s trying to prove that he either didn't need to use this method or he went to far and ignored Floyds safety.

If they want to know the training that is provided why don't they subpoena the training materials or trainer(s)? Instead of going off the recollection of the Police Chief who merely took the training(s)?

A human that went through the same training is a much more powerful witness than a page . They also can't get emotions nor opinions out of paper.
