For all the griping and moaning about HOAs, this is one example of where HOAs can be helpful. I know this doesn’t apply to you but just making a point.
I would keep contacting the cops. Get your council person involved. Be relentless.
My only worry is that people are crazy. Once you force him to move the van, who knows what he’s going to do. You probably have more to lose.

It's annoying but good luck fighting it. You have to hound the sheriffs daily to get them to come out, and the worst they'll do is write a ticket.
Since he knows you're after it he'll know you caused the ticket, so he'll only leave it there more to piss you off and fight/pay the ticket.
I'd let the air of out a tire.

Do any of your neighbors feel the same? If so then ask them to also call so it’s not just you. Squeaky wheel gets the grease.
And, does your city have an online action center? OKC does and what I find is it works 100%. Not every problem is solved 100% but they will respond to it as it’s required. I put in a complaint on some pot holes and added comments the whole road is falling apart and needs redone. They replied and fixed the holes but also said the road isn’t due for redo for 5 more years. You can report cars parked and since its mandatory they respond they usually take are of it. Calling leaves no record other than a number.
So hopefully they have a reporting system and if so use it.
Also, if you report to your rep - the first thing they will do is see if you are voting (records are available) and if you don’t vote they likely won’t take call or call back. They can also see what party you are registered (but cannot see how you voted).
