A friend's daughter last year retired after 20 yrs of service with the State Police. Her last 4 yrs was as a training officer on the firing range. Part of her responsibilities was qualifying trainees, on probation, in the use of firearms. She retired when she got tired of "having" to qualify trainees who continued to fail per State Police regulations. She was repeatedly told by her atty brother that it was possible she could be dragged into a liability suit alleging she had "passed" an unqualified trainee who subsequently injured someone while using her firearm in the performance of her duty.

Sounds like your friend's daughter was part of the problem. Contributory negligence. I hope she does get exposed.
