Unfortunately for them, the professionals make it seem like that's the case. Then, they get arrested and don't know why. Plays perfectly into the professionals' game plan.
It kind of sucks for the local people because they are just being used as pawns and don't know any better. I think BRPD has been taking it easy on them because of that
