The chart is property tax *rates.* Property value in NOVA likely hasn't decreased since 2008.
The common tactic in Fort Bend county (Houston,) is that every billion dollar bond that gets voted on loudly advertise that tax "rates" won't increase. Except the county assessor increases the value of your home 25% in three years.
But rates didn't increase!
