Last time I played through Blue Version (aka GOAT version) I almost exclusively used my starter Bulbasaur (aka the GOAT starter aka GOATasaur). Only once I got to Victory Road and Indigo Plateau did I also start to use the Legendary Birds.
Then of course after I used to Missing No. cheat to get infinite Master Balls and catch Mewtwo my lineup looked like:
Level 99 Venusaur
Mewtwo
The 3 legendary Birds; Zapdos, Moltres, Articuno
Gyarados
GOAT lineup
