Is Crimestoppers funded by taxpayers? If not, why is it anybody's business how much she's paid?

So? Is it funded by taxes? My perception is Crimestoppers is funded via private donations mostly from corporate/business entities not from taxes.

Basically what they're trying to point out in the piece.

I have a feeling there's more to it here though. The timing of the story, and the raise in reward money, is weird.
