Looks like a trailer to me. Is there really a law that says no trailers in the city limits ?

I doubt it's a city limits thing more than some putting a trailer in an area that isn't designated for trailers.
I wouldn't want to live in a neighborhood and have a lot next to me and someone decide they don't want a house but will just put a trailer on the lot and live there.
I would want them bounced also

The law states no traliers in the city limits. He is breaking that law. As far as the utility company BS, thats BS.

If that land is zoned inside the city limits and there is a "no trailer policy" then the city is within their rights. Did it mention whether or not he had a septic system? Sanitation would be the biggest concern.

He won't win. If he wants to live off the grid, he has to live outside the grid, i.e. outside the city. What is the purpose of a city if not shared modern utilities?
