Although I'm 99% sure you're trolling, the fact that they stood outside and smoked a cigarette for a bit before walking off makes me pretty certain they intentionally stiffed Walk Ons. If you're going to your car after paying the bill, you don't hang out and smoke a quarter of a cigarette in front of the building. They were just waiting to make sure no one was looking then they bounced.

No, I think waiting around and smoking a cigarette is a nice cover to bail when no one is looking.
It wasn't a dine and dash as much as it was a dine and stroll off when they're looking elsewhere.
