Botswana isn't bad. High AIDS rate, and fairly prosperous and stable for Africa.

Whatever, Mission Trip, or wedding, I don't care. You're not going to see what the South African governments don't want you to see, and sure as hell isn't going to be at the point where a foreign visitor is going to get killed on their soil. For all intents and purposes, 10 days is a vacation to a foreign land where you still won't fully understand the culture leaving it.

I take it you didn't venture too far away from the resort.

possibly, it just seems like it's part of their culture to expect certain things about their government/economy and just roll with it, I could handle living in either of those places, in fact I've got friends that have been retired in Chile and Argentina , even Brazil, for years and they are still loving it

Vietnam 5 times and its amazing (North and South) ....cheap, great food, secure, don't hate Americans as most think, but hate the french.
I would highly consider a move to

seriously thinking of retiring somewhere in that part of the world

it would take you 5 years to learn the language solid. interesting alphabets to start with. do both Rosetta and Pimsleur. after a couple years of Pimsleur Rosetta, go on vacation. your language skills will skyrocket and from then on you can learn faster and find people in USA to talk with now and then.
Google has the news from everywhere. You go to their news section and at the bottom you can pick countries. read the story in English. read the same topic in the language of your choice.

if you are not willing to learn a language, its not happening.

Argentina is in trouble right now. My family members are posting tweets, articles, and other things about how crazy and bad it is getting over there.

I can tell you have never been anywhere other than the airport and the "resort". I have been all over the entire country. Wife's family is from there and we own property in several different places (subtle brag). Everywhere in the world has shithole areas. So just because parts of San Jose are bad, the whole country (outside of resorts as you say) is bad? Makes sense.

And for the record, I have never stayed at any of the resorts. We stay with family or other non touristy places.

New Zealand and Australia. That's it peeps. The rest of the world is a shithole of some degree or another. Costa Rica, Panama, and Ecuador are okay but still a notch below. Fiji is great but damned poor. South Africa and Morocco are not for me. Israel is nice minus the religious issues. The Middle East can be okay in spots (Dubai or UAE), but I would pass. Uruguay and Argentina could be nice provided they don't go bankrupt. Thailand is nice, but poor. frick Japan and China. Just my experiences though.
