Sounds to me like false hope

"Vaccine will be ready by September so shelter in place until then."

September comes

"Vaccine not ready yet give us 3 more months. "

Hotez said he ran into a funding roadblock when developing a vaccine candidate for SARS in 2011. The level of investor interest had been “remarkably little,” he recalled, because the SARS epidemic was no longer a huge problem. This is an issue with the system, he said.

It's ironic that so many researchers moved on from corona virus vaccine research due to lack of funding both from private entities that thought it was not worth investment as well as the government that spent much more freely on other Defense / Homeland Security projects etc.

Now, even a slightly quicker vaccine would be among the most valuable investments/assets in the whole history of humanity, not to mention the greatest protection to "Homeland Security" that, hopefully, we will ever need.

will not be taking the Vaccine.

you will not be offered the british concoction.
nor the israelis, which is going to be sooner.

you will get to turn down the nih approved johnson and johnson, ready this time next year.

fun fact: there are already nine (9) variations of cv19.

while i can appreciate that if you are young and healthy you can get a whiff and be ok in a week.or two, its not going away and like the B flu and A flu, one may come along some year and make you wish you got the latest shot.

good luck. dont blame you.
it will be a year after before we know which ones dont give you some horrible side effect.
