Several is more than two or three which is ambiguous. The fact you used the word exactly to describe it to mean only three or more shows you don’t know what it means.

But the fact that someone is allowed to enter having traveled to Italy beforehand is ridiculous at this point. The US restricted people being in mainland China 2 weeks prior to entering, why haven’t they done that for Italy?
