the man who died in the philippines was from wuhan...he and his partner arrived in the philippines on 1/21...his partner is a 38 year old woman from wuhan who was the first known case identified in the philippines...

one article says her only symptom was a mild cough and that she was symptom free by the time she was diagnosed...she is still under observation...the man also tested positive for influenza b and streptococcus pneumonia...he already had pneumonia, fever, cough and sore throat when he was admitted on the 25th, 4 days after they arrived...

So likely both caught it in Wuhan and she just had a stronger immune system.

They are both from Wuhan, so wherever she got it from, likely contaminated food, would be the same place he got it.

Central Washington University student tested for coronavirus

China says everybody who does in Wuhan from the virus should be cremated quickly as possible with no funerals for them.

According to the WHO’s meta analysis on the efficacy of travel bans for pandemic airborne pathogens (specifically a novel flu strain, but there are a lot of crossover in assumptions to this), a 99.9% effective quarantine conducted for the US starting within 2 weeks of the index case, only delays the population infection curve by a week or two.
The longest evaluation had it being delayed by 35 days.
Under no circumstances does it stop it.

Why?
They'll claim that it's to contain the virus.
The main reasons are to 1) keep people from sharing news; 2) limit public displays that reflect poorly on the government; and 3) prevent any form of public gathering that could potentially lead to organized protests down the road.
