Corona quinine z-pac stymied reason why

I think the reason the quinine z-pac evaluations have not moved forward is to give the gov't time to corral the available supply and set up a central distribution system. trials have been completed in France and India and approved for use there.
there was a trial started 7 days ago in New York but results have not leaked out. India and France reported overwhelming success after 6 days
