Night Court did it with corruption, as one set of cops had the judge wired and the other set had the DA wired.

Maybe. The people you listed are pretty much all have some kind of mental disease. Bike thieves are just assholes.

its not "not illegal" just because its the cops commiting the crime because its for a good reason to arrest bad guys
