Cop stops a high water vehicle while rescuing?

Sorry if already posted. Also sorry for the link. It does have a valid YouTube link though.
Is there more to this story? Just a dick cop? Is the vehicle driver just a dick and is really joyriding through shite conditions?
Facebook says it is in Vidor. I am not reading the 1000's of replies this video got on Facebook. Many were just trolls saying "frick the police" I stopped reading at "only good cop is a dead cop" and figured I'd come here to the reasonable minds of the OT.
Can someone give this video context or give this cop a reason for turning that truck away?

There's zero context. For all we know that buggy driver was acting an arse.

Cop seems stressed to the max. I was down in Vidor a couple days this week. It was a shite show. They had kids younger than 25 running their mobile command unit.

There's an article in this morning's Advocate. LSP are turning some vehicles around at the border at the request of TX authorities. Traffic is all fricked up and people with "nobplace to go" are making it worse.
I just skimmed the article, but it seems that good intentioned people are showing up with supplies, but with no logistical support in TX.

I can see that. Houston was reeling so you KNOW Beaumont, PA, andOrange did not have the resources in place to handle this in any way.

Maybe they had a complaint against him. Maybe he was just goofing around in the water. Maybe the cop is a dick. No way to tell.
