In all fairness - I had a min-pin or Manchester (not sure) mix as a kid - and she was THE baddest 15-pound dog, probably in history. There was a literal pack of beagles next door that was collectively terrified of her.

She displaced large dogs from their doghouses and yards, because she was just that dominant. She chased a Doberman down the street for being at the end of our driveway and looking in my direction.

FWIW (and not that it will dissuade the frick The Police OT crowd) but law enforcement is aware this is a problem. I have a buddy that works for a local agency that was just sent to a Train the Trainer course on this very subject. The agency at least doesn't want them shooting dogs.

That being said, this guy was damn quick on the trigger and I would say he should have backed off and given it a boot or two before lighting it up. But he can shoot, I will give him that. Hitting a fast moving target like that isn't an easy task.

No question. But she clearly imprinted on people - my father particularly. She was completely loving and cool with people - but her position with dogs? They better recognize.
