In the case of Pittsburgh, this may be a good idea.
In the city itself, most of the houses are much older than what you would see in the South. It is hard to tell what the good areas are just by riding through IMO.
Some areas have been redeveloped/ gentrified while others have not.

Pittsburg is a really cool city.
In comparison to towns in the South, it's got culture, sports, amenities, and decent schools on par with Charlotte or Tampa. It's pretty cold but inland enough that you don't get any of the pain you'd feel of lakefront or ocean-front cities.
If you live in Alabama, Arkansas, Mississippi, or Louisiana the upgrade in QOL and economy is going to be palpable.

Ate at the Capital Grille there in 2011 when LSU played WVU. Great meal and had a fun time in the city. Great sports town.
