This has nothing to do with Latoya and more to do with dumbass trust fund babies moving into St. Roch, 7th Ward and Holy Cross.

It's actually because the right 5 people were arrested and/or killed, eliminating 25-35 murders. This happened when 3NG and the 110ers were rounded up, but new people simply filled the void the following year.
