Probably because virus is widespread AF.
People "quarantine" in small places. Often around people who are vulnerable and usually don't get out much, don't leave home.
The vulnerable wouldn't be exposed under normal circumstances.
Now vulnerable are exposed 12 hrs a day!
Recipe for disaster.

The other being "reduction in visits to non-essential venues" which includes restaurants.
Another benefit to living in a large city is having more food delivery options.
