The Mexican Navy/Marines are the one branch that hasnt been corrupted by the narcos and are used a lot against the cartels

The person piloting the plane must of some significance.

They wouldn't bother using USCG for some joe schome in his 1959 Bonanza.

Very possible. All US airspace is monitored at NORAD. Especially, the coastal airspace. An unresponsive plane is a fairly high priority, although they probably had a really good idea of its origin and identity.
