Co2 cartridges along the highway

I was cutting grass over at my fathers house and noticed a ton of them along the side of the highway.
I got to looking and they're all over the place, I even have one in front of my house near the mail box.
Whats the deal... Who is throwing them out... Why so many?

as a young boy, I messed with those on occasion
one time, I palced several blue tip match heads inside the cartridge [ empty of course ]
set it on the groove of a picnic table, added a length of jet-x fuse and lit it
BAM the thing took off like a rocket, dented the siding of the house next door
and that was the end of my rocket launching career...
