Between this and that chick trying to get the "perfect selfie" by trusting someone else with her life, I don't know which is worse.
They both scare the hell out of me and make my hands sweat just watching.

So the operator just let him climb up there?

Totally OSHA approved.
Not saying that this is allowed in Dubai, but a lot of countries have very low safety standards. I no longer work in construction but did for a bit while I was in school. It's a very dangerous job (I worked industrial) and that's the reason it seems like it's too much when you're out there trying to get the work done. But then complacency sets in and someone gets seriously injured or loses their life and you're quickly reminded of why most of those rules are in place.
I worked on 2 different industrial construction jobs that someone died on. It's a shitty situation and feeling. It's usually determined after investigations that carelessness/complacency caused the accident or something leading up to the accident. Like one job I worked on that a young 20 year old somehow hooked his mask up to argon instead of oxygen when going in a tank (don't know how, I thought it was supposed to be different hookups). When he climbed the scaffold and put his helmet/mask on, he immediately passed out. That was a very careless mistake. However, he also didn't tie off when he got to the deck and off the ladder line, which was actually common because of complacency, we all did it after awhile. When he passed out from the argon, he fell and since he wasn't tied off, he fell 60+ feet as well. The argon may have done him in already because how it purges oxygen, and almost immediately makes your brain swell because of lack of oxygen. If that didn't do him in, the fall definitely did. He would have probably been lucky to be passed out from the argon for that fall.
I know, csb, tl;dr.

The camera movement is harder to watch than his acts.

Made it about 30 seconds. I'm so scared of heights, I couldn't imagine doing that.
