Nobody is saying that, and it's frustrating that people can't make this distinction.
It's saying that black American culture places value on status and respect over all else, and that typically leads to more crime. You disrespect someone the worst thing for them is to feel like they've been emasculated. What's the ultimate way to show someone that you aren't a bitch? Kill them. It has nothing to do with skin color. It has to do with the perpetuation of poor values and a lack of education, and that just happens to coincide with black America.
The point is most white people, myself included, are over the why. I don't care why it happened. I had nothing to do with it. My ancestors did, sure, but I'm blameless and I'm not particularly sorry about that. And when it comes down to it, I don't care about the black community. I don't really care about any community other than my own. Not my own "white community", literally just my family and friends.
It's to the point that if someone calls me a racist I'm glad because that's one more person I don't have to worry about. Their mind is made up and it will never change. Fantastic. Who cares?

It's cultural and has nothing to do with slavery or Jim Crow and everything to do with single parent homes which were a lower % than whites until the 1960s.

Black culture as a whole in the 50s and 60s if practiced today would have been a huge positive for the country as a whole and blacks in particular.
The culture has gone off the rails and is easily the leading cause of problems we have.
Do you want a statue down or a Dad in the home?
Do you want more blacks in commercials or someone to read to you as a kid every night?
Do you want segregated meetings and graduations, etc (NFL and many places) or do you want a drug free family that abstains from marijuana?
Do you want the new shoes and a smart phone and the bling or do you want to save a little cash for college or a starter house?
We have a major decision and behavior gap that leads to a major achievement gap. Its not due to race more than 10%.
Asians, African Immigrants, Hispanics prove it.
So if we have cities with 50% black Huxtables with that culture its all good. But we don't. And that causes the correlation.
Black culture as a whole in the 50s and 60s if practiced today would have been a huge positive for the country as a whole and blacks in particular.

I'm a fan of Thomas Sowell who has written extensively on this subject. He's hated on the left because he's a black conservative but he cited a study in one of his books that showed that black kids and white kids have about the same dropout rates, incarceration rates and career earnings when they are raised in 2 parent homes.
The difference is that 70% of white kids are raised in 2 parent homes vs 30% of black kids.

Mississippi doesn't have enough large markets. They used a city population of 100k+ so Jackson is the only city that qualifies

I just checked Wiki and Eudora Arkansas is listed officially as 90% black as of the 2020 census, so it would be second on the list. Pretty sure it's more than 90% in real life since it says an "estimated 100 white people live there" and almost 1700 black, and the population has shrunk every year since the 90s.
Willing to bet those estimated 100 white people are far fewer every day.

lot of these cities are shrinking in population as well. I’m honestly wondering what the correspondence is with that, because I know black families have a higher average of kids than whites families nowadays.
