While I do believe it is wise to never carry large amounts of cash on you.
This is bad advisee because muggers don't ask you how much cash you have before attacking you. Not to mention this just feels so tone deaf coming from the freaking mayor.

If there were buckets of water all around her as she was burning on the sidewalk, I'd walk right past her. She is without a doubt, the worst Mayor in Chicago's history and we've had plenty of them.

A very real possibility is that muggers see you have no cash but you do have a debit card and force you into a car and drive you from ATM to ATM and withdraw cash until you hit your max. The crime becomes kidnapping at that point and your chance of being released unharmed goes way down.
A friend’s brother and his wife had this happen to them in New Orleans. The husband was held at gunpoint while the wife went to ATMs with one of the thugs. When they were done, they executed the husband and the gun misfired when they tried to kill the wife. The thugs got scared and ran off.

How long before she's bitching about businesses taking advantage of customers because they tack on a 4% surcharge for credit card payments?

A few years back, some stores in Philly wanted to go cashless because of crime. And the usual suspects went Ape-shite. They even passed a ban.
